Well i guess i cant say for sure if its the rev limiter or not because i dont have a tach. But i can say that the sputtering is more of a violent jerking and decrease in power compared to a rev limiter firing in.

About the carb gas leak... I opened up the carb last night to see if i could stop this gas leaking out of the air filter....I made sure the floats were free and the needles were sitting properly...put it back together and its working fine now. thank god...now i can just focus on my carb jetting situation and i'll be golden
