Good question.
It may be in part due to the riding position.
For me, my right foot is poised over the brake pad. I rode a Honda 599 recently and had to keep my right foot offset from the brake pad to keep from dragging the binder.

Plus the rear brake rotor on that 599 was the size of a Life Savers mint! Almost useless. Our rear brake rotors have some beef at least.
