Nope. Connecting the two carbs together via the vacuum ports will smooth the idle a bit and as Matt said, will help alleviate any small difference in balance. Of course, this crossover would need to be removed when balancing.
Anytime/every time you touch the carbs, you should re-balance them for best power/efficiency.
