If you insist on using soap, I recommend Dawn. It's the kings X cleaner, I say (it will kill fleas on your pets, too).
Make a bucket of dish soap and water. Something in the mix of one tablespoon soap for one gallon water. The soap needs to be a grease cutting type. Soak for 3-5 minutes. gently stir water with filter. Rinse. Note the word rinse-not spray, power wash, or impale with H2O. A garden hose on low works well. Rinse inside and outside until clean. Rinse some more. Let dry overnight then oil with a quality spray oil.
Be conservative with the oil. Many have had oil ingestion issues from over applying the oil.
All that said, it is HIGHLY recommended to buy the $20 (USD) AMSOIL, K&N, S&B, AIRAID, etc. cleaning/oil recharge kit. You need need the oil anyway... K&N (not my favorite filter company)kit has a pump spray oil applicator that make s it easy...
