Jack, I agree, I just haven't seen any real examples of them actually spending the money on infrastructure until just recently (with the renewed work on Super 7 near Brookfield). The average roads are horrible, the schools are constantly whining about lack of funds for upkeep while wanting to build new consolidated schools, I-84 gets worse every day, and yet they still just pay lip service to building up some kind of workable public transit system between Waterbury, Danbury, and the outlying areas. It's great that they are opening up 7 to New Milford finally, but as soon as you start to merge onto I-84, you come to a screeching halt because it is overloaded beyond capacity. There are existing rail lines running from New Milford through Brookfield and into Danbury for example, that could EASILY handle a local commuter rail line. It doesn't have to be a 250mph MAGLEV train, even one going 50mph would be an improvement over sitting in traffic doing 0mph!
