That looks like the guy walking past the prison. From inside, he heard the inmates chanting "thirteen, thirteen, thirteen...". Curious, he looked through a hole in the wall and was promptly jabbed in the eye with a stick. From inside he heard "fourteen, fourteen, fourteen...."
