Somewhere, I read an explanation of why a solenoid chatters on low voltage.
There's enough juice in the system to close the relay (click).
When it closes and introduces the load of the starter, voltage drops further and the relay opens back up (click).
Now it's back to where it started and the cycle is repeated.
