Yes the Savage can be modded like Speedy, but the Mikuni mount shims over the needle's head than under it.
Over the head there's a white plastic shim that has to be changed with a lower one.
The main jet has been raised of 15 points, and the snorkel removed.
I've been obliged to do this mods before mounting that header pipe, because idleing the header became incandescent red.

I've modified the panel air filter cutting the whole paper and putting an oiled foam panel.

Bigger power, from 32 to 42-44bhp that the clutch needed heavy load springs.

The noise depends on the final muffler and an Harley Dyna muffler can be used without any particular mods, only to couple the hole with the header.

My girlfired likes that noise because people hear she's arriving, and are a bit more careful walking or driving their cars.
