Hi Tom. That's a good question - I wondered about that when I was making them. The tops do "wiggle" a bit on the highway, but it really isn't a problem, and it doesn't affect the way they work. The air flow seems to be covered on my shins from about a third of the way below my knees (I'm 5' 11").
