In MO if your vehicle fails the emissions test and you spend a minimum of 250 bucks to fix it and it still fails, you pass anyway. This year they are starting to test diesels on emissions, my diesel vw gets 45mpg but I have to take it in and pay the fee to prove its at least as good as a new car on gas that gets 17mpg.
