Phil,
There is a temperature switch wired into the carb heater circuit. The heaters don't come on unless it's below 50 degrees F. (10 C)....
If it's warm outside, I'd try to start it with no choke and no throttle, then judiciously use the choke til the engine is running smooth/warmed up.
