I use Microsoft Office Picture Manager. Pretty sure it came with my computer... Company laptop and all
Anyway, one of the featers is photo compressing. And it gives you options for sizes, document, web page, and e-mail, each smaller than the previous. I would think some other software has options like that so you don't need to mess around with numbers, just the option.
