MS paint will let you resize a pic. Open up the pic, it should open to its acutal size, resize it to approx 4x5 by clicking Image/ Stretch /skew and enter vertical and horizontal values that make the pic smaller. I usually start at 50% and work down. Use the "save as " to save the smaller copy of your pic and not replace your original.
