It's not likely that it was over greased, they are sure to use a dispenser that puts out a set amount. I guess it might have been at the wheel mounting stage just at noon and got an extra shot when the assembler came back from lunch.
I'd give a bad seal first guess. Could have been mounted backward. That's easy enough to do, as they look pretty much the same from both sides and there is an occasional one that accidentally turns over during assembly so it gets marked on the wrong side. As many Triumphs as we are buying up these days, I can see how they wouldn't have time to look which way the rubber lip inside is facing on every seal.
