Not so weird really. You can only pump the air through as fast as the most restrictive side allows. You opened up the exhaust, but the intake side was still restricted. You're still pulling in air at the same rate (or only very marginally better because you are evacuating the cylinders a little more efficiently). Then you open up the intake by changing the filter and pulling the snorkel, and you are free at last. Intake an exhaust are more balanced. Easy in, easy out.

Think of an air pump with a valve on the intake and the output. If you start closing down the valve on the intake side, you will notice the air volume decrease on the output side. Same with the output valve. If you start closing down the output valve, you will notice a decrease in the air volume on the input side. Input = output.
