Right on Kimmy. It's a residential area. Kids play in the street, that's what they do. It's incumbent on anyone operating a vehicle to be extremely careful when driving on residential streets.

Here's an idea, tell the cops that he almost hit a kid. It's not a lie so much as a ummm "forward looking truth".
And that if it ever happens that he does hit a child, the response could be far reaching indeed.
In fact, if you're in an incorporated area call whatever politician represents you, as well as the mayor's office and tell them to make it stop or face fierce opposition in his/her next election.
(Again numbers matter, so enlist the aid of friends and relatives).
