There's a thing called a citizen's arrest. Get witnesses to his actions, a video would also help. Call the police, or better yet, talk to one who patrols your area, and ask him/her to come out and assist to make sure you do it right. The actions are misdemeanors, so that's why the officer must witness it to make an arrest. You, as a witness can do the same. Just be sure the police are present.
