Are there enough other upset neighbors to complain to the cops to make it their problem? They get enough calls, they'll do something.

Are the neighbors cool enough to figure out a way to do a roadblock to keep him out of the culdesac?

Don't threaten him or get violent - that will just cause you more problems than its worth.
