I saw a show on TV the other night, on this very issue.
Medical (pot) is much for refined and thise who do have a script for it say they only have to take the medical verision every other day to control their pain vs. smoking a joint every couple of hours.
Legalize it and tax the hell out of it, but set aside a portion of the tax money to treat addiction and drug education.
I know those Rat Bas***** would never do that, they would just figure out away to steal it and line their own pockets, while the poor addicted indiviauls would be left to fend for themselves.
