I really doubt it. Hawaii is one of a handful of places on Earth that has always been rabies-free. Livestock ranching is a big industry there as is ecotourism. The somewhat draconian policies probably have a lot more to do with the lobbying power of those industries as well as with any altruistic desire to preserve the unique fauna of the islands.

I've been there and asked the state officials to defend the policy. They can't. I had a sailor who wanted to bring his prize winning dog to the islands when he was transferred there and they could give no public health reason for the policy. An Army veterinarian stationed there gave that as his opinion as to why the policy was still in place despite the fact that it is overkill by a factor of about 20. As a practicing politician I have always found that when you want to know why a stupid policy remains in place far beyond any comprehensible reason for it, you should always look for the money.

We all like to think of ourselves as rugged individualists. But when push comes to shove most of us are sheep who do what we are told. Worst of all, a lot of us become unpaid agents of whoever is controlling the agenda by enforcing the current dogma on the few rugged individualists who actually exist.
