I really doubt it. Hawaii is one of a handful of places on Earth that has always been rabies-free. Livestock ranching is a big industry there as is ecotourism. The somewhat draconian policies probably have a lot more to do with the lobbying power of those industries as well as with any altruistic desire to preserve the unique fauna of the islands.
