I don't know if you can tell, but one end of the restrictor is closed with a small pin hole in it. The other end is completely open. I need to know if the pin hole end is towards the carb end of the tube or toward to tuner end of the tube.
All that is required for evil to triumph, is for good men to stand by and do nothing.
