Here in the peoples democratic republic of CA, they have a "rider education" surcharge on bike registration, but you have to pay anyway.

By the way, come obscure state agency just gave the politicians a huge pay raise. It seems that their decision can't be appealed or reversed, not even by the politicians themselves.
