I think that you can call your credit card company and the vendor and request your card not be billed until shipment is made. If there is any doubt when ordering, ask about this. Always ask if the parts or goods are in stock, and if not request your card not be billed until shipment is made. The vendor must honor this request or get in trouble with the credit card company.
