I'm pretty sure the fittings on the airbox side are for the floatbowl vents. This ends up at a solenoid valve that closes when the ignition is shut off to keep the gas in the bowls from evaporating into the air.
The fittings on the engine side of the carbs suck fumes out of the vapor collection system on CA spec bikes. On the manifolds, the left side provides a control signal to the air injection valve assembly and the right one pulls open a valve on the CA emission system to let the collected fuel vapors be pulled into the carbs.
