Most everyone should be pretty metric literate by now. The only thing that should stop a full cold turkey plunge is the expense of re-tooling at the manufacturers. But that should be done regularly anyway.
I don't think the tool sellers have much lobbying power. But I could be wrong. A fully metric U.S.A. would reduce their sales substantially.
