I'm not quite sure I understand this line....

There is a rubber snorkel in a plastic plate that normally fits into the top opening of the filter, stock or otherwise. The snorkel pulls right out of the plate, but the plate must remain intact to seal the filter and hold it in place. If you cut into this plate and enlarged the hole beyond the point where it seals against the top of the filter, the engine is now sucking unfiltered, and to a great degree, unrestricted air.
The usual mod is to cut a hole in the bottom of the filter, and a same size hole through the airbox beneath. That way, a larger amount of air can pass through the filter.
