Those are the Air Injection tubes. They make the bike run lean and tend to cause blueing of the pipes for about 8-12" from the exhaust port. It is a very easy modification, I'm sure your husband could do, and inexpensive. Just look in the Tech Vault, How too's, or just do a search on it. Most folks recently have done it first thing, some of the rest of us have very blue pipes having not found this site early on....
The license I was refering to is the temp motorcycle learner from the state...just take the written exam, and you can legally ride for practice until the safety course is completed.
