It was the fuse, alright. I pulled the #3 fuse, and it is very plainly ruined. I replaced it with a new one, and the vest seems to work fine now. I can't understand how the fuse was ruined. I installed the outlet about two years ago, and it has never been used. I have a couple spares in my saddlebag now! Thanks.
