Fuse should be a 10 amp at #3 position in the box, using the guide pasted to the inside cover of fuse box cover. This outlet is basically like a cigarette lighter outlet, plug only goes on one way.
It's about as plug'n'play as it gets.
Check the vest, make sure you aren't missing a switch or a controller of some kind.
