Why would they make them so the chrome discolors? At $600 this should not happen. I mean for cryin' out loud (WHAAAA) the stock chrome pipes don't even do that. And we all know how cheap that chrome is.
The Headers I can understand, but the pipes.?.
Polishing opens them up to oxidization as well.
Are there any pipes comprable to Scepters that don't turn gold?
Me thinks you are missing something.  There is no chrome on the sceptres. 
Let me phrase it another way, Sceptres are made out of Stainless Steel.
PS: The sceptres tend to do the eddy murphy movie character thing at the header pipe/slip-on junction. The gold rubs out very easy with simichrome and having way to many miles and years on mine I have only rubbed them out at most several times. You don't want to know what I paid for them either.  I will say that Sceptre prices do not behave like electronics prices.
