Ease the choke out a little and see if it gets better. If it does, the mixture is too lean. BUT, that speed is about where the transition from pilot to main jet takes place. So, it could be that either the pilot or main jet, or both might be lean.
Oh, don't forget to check the rubber plugs and hoses attached to the manifolds, a leak there can cause surging.
