I think it may be the strange bushings used for the swingarms. They are a pubimeter larger than the axle hole and there is a very small amount of slop there. Every bike I have seen has been the same too. Jojje, the turbo Bonnie drag racing Swede, had the exact same problem and put tiny little shims in the swingarm bushings and it cured it.

I've had the same problem for a few years now. One or two hands on grips, solid as a rock, nary a wiggle. Hands off (in ready position) and it will magnify to a near tank slapper if allowed. Like y'all, I've eliminated tires (on my third set), wheel balancing/pressure, front wheel bearings as a speedometer cable failed 3 years ago and I heard (from Bikerthug) a loose metal bit could screw them up. I do need to replace the steering head bearing this winter. With the bike on a lift, the handlebars will "settle" into a straight ahead position. Might have damaged them slamming into potholes, but who knows? I never thought about swingarm bushings, Thanks for the tip. 99% of my beer comes from a bottle, maybe I'll just keep a hand on the wheel!!
