The primary cover will need to come off first.
If he's lucky it will be there and not internal.
Primary chain ok and adjusted right?
Gears ok?
Clutch drums would wear grooves that WILL cause plates to hang.
Been there done that! In fact I just trashed 3 drums.
The grooves are inside the drum so it would need to come apart. See the pic.



90% of the time this type problem will be in the primary area.
