Most bags will not keep out a good rain. If I anticipate it, I pull everything, line the saddlebag with a kitchen trash liner and tuck the excess top of the liner out of the way. Every road trip is pre-planned like this.
I also carry plastic bags of varying sizes, just in case. A few bags folded into a ziplock is a very small package.
