I still remember a windchill chart from an old Cycle magazine article, 'Death at 77 degrees' (body temp). The numbers quoted are for between 40-70mph.
70 degrees- 40 windchill
50 degrees- 15 windchill
0 degrees- minus 55 windchill!
No wonder it's cold.
