Test drive two - the 3/16 stock is most definately too light for my substantial (ahem) 'load.' The pegs started to move a little during a stand up test. I found that they will need to be stronger so I can move myself around on the seat by putting weight on them. The peg position is pretty good though, and acts kind of like an upright cafe postion, if you will. I'm going to try some heavier stock next. Maybe even up to 3/8 with some longer bolts.
