Manufacturers of cars and motorcycles calibrate speedos to show speedos reading too high.
I suspect it's partly to do with manufacturing processes (very accurate speedos would probably be expensive to mass produce) but also to cover themselves so no one can sue them for breaking the speed limit.
8 mph is enough to trigger speed cameras.
