There is a method of dealing with some drivers that I call "malicious compliance..."
For example, I'm at a red light waiting my turn and this driver in a big sedan flicks a lit cigarette out the window and it lands on my tank against my chaps. So not wanting a criminal citation for taking someone's personal property I pick it up and politely return it into his back window onto his rear seat... still lit of course - I don’t smoke so am not quipped with an ash tray on my BA.
And, of course, if I tossed it on the ground I'd get a citation for littering.
