Philadelphia and New York (I'm sure there's more - I just have not noticed) have very high penalties for "blocking the box" or pulling into the intersection on a green light even when you know you can't get out of the way before the light changes. They posted signs and painted a crosshatch pattern in "the box" and ticketed heavily in the beginning. It works very well. I have had people honk at me for not going into the intersection. I just point to the sign and laugh. I usually wave and smile too.
