You do not have to take the carbs off to adjust the idle mixture screws. You may have to the first time though, as the security caps are a beach. In the picture the idle mixture adjustment screws are up in the tube located center of the pic underneath the rubber dust cap I have installed. The screwdriver in the middle of the pic has had its handle cut off. This is used to turn the air mixture screws while the carbs are on the bike. The picture represents all the tools needed to rejet with the carbs on the bike.
