Here's what I've been told (anyone, feel free to add opinions)-
Provided there are no other interferring factors, the tire is marked to enable placement in a way that will place the tire on the rim in a 'balanced' position. It does NOT always work, but I have never had a case where it did not. Somehow, the tire mfgr. can pre-determine (balance, if you will) the tire. If the wheel is balanced and the tire placed according to the mark, you are essentially 'balanced'
