I believe it is a governer limiting speed. You don't want one.

I asked the same question. Its a restrictor for Europe (whatever country I forget) where the young drivers are only allowed to drive 34 horsepower or less.
I try to aggravate one person a day. Today may be your day.

Sounds like what I might need if I let my 15 year old start driving mine. How does it work-restrict throttle opening?

I think the Triumph one is just a throttle stop. There are others that go between the carbs and intake manifolds, and have a smaller hole for the mixture to pass through, but that would be a real buggar to do with carbs that mount into a rubber hose.
