Has anyone had any luck finding out who the owner of a motorcycle is just by using the vehicle identification number? I moved to an apartment complex in FL back in October. They have a secure parking area for RVs, boats, and trailers. While sanding my motorcycle trailer I walked back to the corner of the parking area and saw a 2000 Honda Shadow covered in weeds and no tag. Everything in there has to be registered with the apartment complex office but they have no record of it. I'd like to buy it as I enjoy taking bikes that don't run and bringing them back to life but can't seem to find who owns it. FL DMV wont tell me who owns it, that's privacy laws and I don't know anyone in law enforcement who might be able to find out. Any suggestions?
'06 America, Raask foot controls, the bike use to be Graphite and Silver, now its Red and Black.

I don't know if I can do it in PA but I have lots of friends in law enforcement as a tow truck driver and my friend/boss is a salver. We do abandoned vehicles all the time but we get a certificate of salvage.

In Ga, you can do what they call a bonded title. Supply the serial number and they will tell you who is on the title.. if anyone.
