What are they for? What do they indicate other than the bike has been leaned over
enough to scrape the foot boards. Will they prevent the bike from going all the way over as the Victory Visions do?

Take a look at these Victoriy bikes. Their foot boards do just that, hold the bike from going over on it's side.
