I have a soft bag with a hard plastic bottom. The bottom is larger in every dimension than the fender rack. What is the best way to attach the bag to minimize shifting? When I tie it down as tightly as I can, it moves around on the rack.

Assuming you have no fixed bags or backrest, Once attached two ties from the shock to the bag base each side will stop the shifting. First use this web page

I met a guy once that had clamped a piece of diamond plate to his rack, making a platform that his stuff would sit on. Holes drilled around the perimeter for bungees. Not fancy, but it got him and all his stuff from Jersey to Florida.

Metric Stainless eyebolts web page attached in lieu of the fender bolts can come in handy for tie downs. I have used them for long trips, hauling my camping stuff and camera gear with me. Bungees, reusable zip ties and good quality small diameter rope along with a good container of your liking and budget and you can go on a safari riding a Spdy or an America.

I use the same.I unscrew a mudguard/fender bolt and replace it with an eyebolt when I want to use bungee straps.I normally only replace the middle ones but no reason you couldn't replace more to make the tie down more secure if necessary

With a big load I use eyebolts on both the threaded holes running the centerline on the rear fender as well as the side mounts, just depends on how much stuff I'm packing with me. The shouldered type work the slickest as to appearance and functionality.
