My first guess would be that one of the cables (return cable probably) is frayed inside the jacket. My second guess is that the bead has come off the return cable @ the throttle. My third guess is the spring on the Throttle linkage (or the bead on the return side cable has broken off) between the carbs has broken or become bound-up and isn't pushing/pulling the cables freely.
Just sayin, that's where I'd look first, 2nd, 3rd & etc. I've never had this problem before.(so far)

Ensure your front master cylinder assembly is not binding up on the throttle grip. If so loosen same and move a bit inboard.

+2... remove the end cap on the handlebar and see if it fixes it.

As long as it's accelerating, what's the problem?

had the same problem with my 04 America...turned out to be easy fix ...the handlebar endcap was making contact with the rubber of the of the twistgrip...this part is affixed with a small phillips screw...I removed it and shimmed it with a small washer to give it a small gap from the rubber on the twistgrip...problem solved! hope this can help you... btw...you might want to use a dab of loctite on this screw when you reinstall it..
