Yes, I've seen it elsewhere.
It's probably related to the practice of posting "First!" in a comment on a blog post, even with nothing else to say.

I've seen it used where either the user or the particular post is "voted up". The total of all the "vote ups" is then shown below the users avatar or post. I've never cared for it. For one thing I never seem to rank very high,  but even if I did I say the hell with it.

Yes, Apples were used first, it was not until lead paint was invented that someone came up with the pc !

I think it shows agreement with the previous or quoted post. It's gotta be better than adding repetative drivel after a good point (or not even good)has been made. I'm glad to see the +1 as opposed to a pathetic restatement.
