Front forks strip down - encountered a problem !!

I am stripping down the front forks to replace the cruddy laquered finish outer tubes with a pair I have had chromed.
The fork assemblies are out and I am trying to undo the Damper rod securing cap head bolt that screws into the damper rod from the underside centre of the outer tube. The problem I have encountered on both forks is that ...although the bolt turns,it is not unscrewing. I suspect that the damper rod is just turning within the inner tube and not actually loosening.
Has anybody else had this problem?? If so what is the solution?? I'll be Your friend for life if you have that magical fix. Thanks in advance

put brush stick in force it down and use impact wrench
