Can anyone recommend a good Triumph motorcycle technician who has access to a dynomometer in the Jacksonville, Florida/Atlanta, Georgia areas that is reasonable and reliable to set up my new America?

I can say do not use Cycle Accessories West in Jax...
They have F'd my bike up a couple of times and I will not return.
You might try Stock Mild to Wild in Jax. They are a "High end" house and the CVK carbs are pretty standard configs for many bikes.
Seems they quoted me $300.
